The city of Aurora provides services and resources to businesses and development partners with the purpose of retaining, attracting and expanding business and employment opportunities throughout our community. The Development Services Division includes Urban Renewal, Retail Assistance, Economic Development and the Aurora-South Metro Small Business Development Center.
Position Performs and manages complex professional project management of retail and sales tax producing projects, including retail business recruitment, retention, redevelopment opportunities, marketing, developer solicitation, and the management of projects for the Development Service Division.
PRIMARY DUTIES & RESPONSIBILITIES:
Develops, coordinates and implements retail strategies, plans and/or programs to attract or expand commercial and retail businesses
Conducts outreach to targeted markets and stakeholders
Analyzes project feasibility
Prepares and provides oversight of sales tax incentive agreements, retail redevelopment requests for Proposal
Communicates with retail brokers, businesses and property owners
Addresses retention and expansion of existing retail businesses; markets retail opportunities to developers, realtors, and investors; preserves and increases the City's retail tax base
Markets the City's economic climate and location advantages through targeted advertising and promotional efforts
Interacts with development applicants, recommending the most viable process and options for project development
Interacts and negotiates with brokers, developers, engineers, and architects on project development and scheduling;
Explains and interprets the City's requirements to appropriate development entities and community groups
Assists developers on inter-governmental issues
Prepares and monitors project schedules
Controls project activities through other departments' review
Analyzes complaints and recommends corrective action
Makes recommendations to division manager to develop new policies and programs, resolve problems
Prepares and presents a variety of reports
Performs additional duties as assigned

At least 6 years progressively responsible experience in commercial retail real estate, commercial brokerage, retail leasing, real estate development, economic/retail development, or commercial marketing.
A commercial real estate or brokers' license, ICSC certification(s), or substantial retail or retail leasing experience may substitute for one year of experience.
Experience in leading or managing teams, personnel and/or contracts/contractors desired.
Knowledge of retail, commercial real estate, economic development practices, processes, and strategies;
Marketing practices and techniques
Basic construction practices and techniques
Municipal development ordinances; real estate development/financing
Retail merchandising, economic development principles; and personal computers with related word processing and project management software applications
Basic knowledge of zoning and permitting procedures desired but not required
