We are seeking an experienced Construction/Development Director who will be responsible for managing multiple construction projects. Responsibilities include:
The ability to plan, study, administer, evaluate, and design engineering and construction methods and procedures for both renovation and new construction projects.
Solicit, Hire and Direct architects, engineers, designers, general contractors and/or subcontractors when the scope of the job is sufficient to warrant either a general contractor or individual subcontractor. Review all proposals and prepare contracts for performing these services.
Managing multiple projects simultaneously in Pennsylvania and New Jersey, varying in scope from $5,000 for small store interior renovations to $30,000,000 shopping center developments.
Manage bid process, review qualifications, review and negotiate contracts.
Required to monitor and ensure all of owners' obligations are performed for projects under construction. This includes permitting process with all governmental agencies for the coordination and cooperation with state, municipal, county, and other governmental agencies obligations, i.e. off-site road improvements, off-site detention, off-site utility requirements, environmental concerns, etc., as well as on site building governmental requirements.
Review all invoices, change orders and liens waivers for contracted work for the process of payments (AIA Applications for Payment) to ensure their completeness.
Facilitate detailed weekly job meetings and minutes.
Tenant Coordination with Leasing Department to assist in negotiating (i.e. redrafting work letter) tenant work letters.
Solicit, Hire, Negotiate, and coordinate all testing / investigation for the development / redevelopment of projects (i.e. soil, water pressure, environmental, natural resources, roofing, etc.).
Candidate must have a minimum of five (5) years of construction experience in all facets of development from due diligence to close out of redeveloping and developing retail shopping centers or retail stores, coordinating maintenance and construction activities for multi commercial properties. (Experience / expertise in construction of commercial and retail centers including design and layout and management of contractors and subcontractors. Excellent communication and negotiation skills. Experience in costs, takeoffs, bid analysis.)
Understand technical specifications and contracts, apply client requirements to design and schedule/ meet construction commitments.
A four (4) year degree in architecture, civil or structural engineering, construction or construction management, or a similar degree is preferred
Good written and oral communication skills.
Familiarity with all construction professionals and capable of directing and evaluating their work. This group includes architects, civil engineers, structural engineers, electrical engineers, soil engineers, designers, environmental consultants, etc.
Computer knowledge: Yardi, Word, Excel, Procore (or similar); Assisted cost estimating and scheduling skills.
Knowledge of construction materials used for retail shopping centers.
Experience in working with zoning administrators and permit authorities (due diligence) including permit agencies such as PADOT, NJDOT, PADEP, NJDEP, EPA, FEMA, CCD, Township Officials, Sewer & Water Officials, Electric companies, Gas companies, Telephone companies, etc.
Experience in the design/ construction of retail shopping centers.
Experience in ground-up as well as renovation of existing shopping centers (due diligence and clean out) and tenant construction.
Obtain appropriate schedules for all outstanding permits, approvals, off-site work, design work or variances that would influence the design/ build. Communicate with Right to Build, and architects, ensuring they provide a schedule for all outstanding permits, approvals, off-site work, or variances that would influence the design / build schedule. Coordinate all architect and engineer designs, review both architect's and engineer's plans for adequate details of good quality and conduct design review meetings.
Assign and schedule contractors and monitor construction costs. Issue contracts that cover the needs of both the site and building work, as necessary. Develop an effective quality control plan (include testing of soil, environmental, etc.), issue and receive bids per the bid / award schedule. Obtain as many unit prices as possible to help with change order evaluation. Hold pre-bid conferences at least two (2) weeks prior to bid dates and issue necessary minutes or addenda the same week. Meet with prospective bidders and review bid documents and their proposal. Negotiate and award contract. Issue contracts / purchase orders as soon as possible. Tailor additional provisions to meet the needs of each contract.
Monitor the developers' progress with permits, approvals, variances, and major tenant schedules. Assist the developer with permits when necessary and obtain permit schedule.
Perform ongoing site inspection; maintain ongoing review of work completion through all stages. Monitor timetables and ensure proper completion by assigned dates and discuss concerns and problems with contractors.
Closely monitor all contractor-initiated and other changes, determine the contractor entitlement to the change order, check accuracy and fairness of pricing, prepare reasons for and issue change orders. Provide a cost evaluation of changes.
Monitor Clients' (Store Owners) design/ build (i.e. shop drawing review process) and provide weekly updates to ensure a timely opening.
Prepare project closeout documentation and final report. Begin negotiations with local officials for the purpose of obtaining an occupancy permit. Do final walk through, ensure proper completion of work, and ensure change orders completed properly and direct contractors in making final changes/ adjustments in construction.
Oversee work of superintendents in assigned projects, ensuring compliance to company procedures, following of their job responsibilities, project safety, ethics compliance and overall performance.
Construction Director will be a liaison to lease negotiations - assist negotiating Tenant "Work Letter" as well as:
Critical dates of completion of landlord's work and turnover to tenants.
Obligations of landlord at time of turnover.
Review tenant's prototypical design criteria conformance with site specific requirements and landlord requirements, i.e. excessive site work requirements by tenant, completion dates, or materials of building components compatible with overall project.
Construction Director will understand and follow the landlord / tenant / architectural design process for tenant's drawings and establish completion dates and revision dates of drawing design.
Construction Director is responsible for reviewing the tenant's drawings for conformance with the tenant's prototypical design.
Maintenance and Design
Construction Director will provide assistance and recommend to property management personnel solutions to construction-related issues on owned properties, prepare contracts, supervise repair to project as may be required.
